A:
You can use these on either practice chanter or bagpipe chanter reeds. By wrapping the elastic tightly around the lips of the reed, you can ease the strength of the reed as well as raise the pitch. I recommend though that on a bagpipe chanter reed, that you do not extend it beyond the half way point on the reed.
